It’s part of a national tour of individually decorated elephant statues, which is intended to raise public awareness about conservation of Asian elephants. Details from the official site.
If you’re near one of the venues, it’s worth a look – there are some great designs. I was quite taken with the Red Arrows one, of course. There’s also a shop where you can buy smaller versions of the elephants at a variety of prices.
